Sheriff’s Report

Randolph County Sheriff Mark Nichols reports the following incidents, reports, investigations and arrests.

A deputy was dispatched to a location on Highway 63 near County Road 1420 in reference to a report of suspicious activity. The deputy responded and located a maroon vehicle with two occupants. The deputy made contact and learned that it was a mother and son who had an argument. After speaking to both parties by the deputy, both parties agreed that nothing else would take place.

A deputy was dispatched to a residence in Cairo in reference to a report of suspicious activity. The complainant reported that her car alarm went off and she thought she heard someone beating on the side of her residence. The deputy checked the premises finding no evidence that anyone had been there. An extra watch has been placed on the residence. No further action taken.

A deputy was dispatched to a residence on County Road 2285 in reference to a reported peace disturbance. The complainant reported that their neighbor was reviving a car motor and would not stop. The deputy contacted the suspect who stated that he had been working on a truck. The suspect was advised to stop reviving the motor or further action would be taken.

A deputy was dispatched to a residence in Higbee in reference to a report of identity theft. The complainant reported that someone in the Kansas City area had opened several charge accounts using her name. The report has been completed and forwarded to the KCPD Fraud Unit.

A deputy was dispatched to a residence in Moberly in reference to a domestic assault that occurred at a location on County Road 2250. The complainant reported that she and her boyfriend were in his vehicle when he drove to County Road 2250, pulled her out of the car by her hair, drug her through the gravel and struck her numerous times. The deputy noted injuries to the complainant, substantiating her claim. The complainant refused to cooperate with the deputy by allowing the deputy to photograph the injuries or provide a written statement. The deputy attempted to locate the suspect with no success. A copy of the report has been forwarded to the Randolph County Prosecuting Attorney for review and action.

A deputy was dispatched to a residence in rural Clark in reference to an alarm sounding from an outbuilding. The deputy arrived finding a door to the outbuilding ajar. The building was checked by the deputy who noted that nothing appeared disturbed. A message was left for the homeowner advising of the deputy’s findings.

While on patrol on Highway A, a deputy observed an older model Cadillac passenger vehicle with an equipment violation. The vehicle was stopped and the driver identified. During the stop, the deputy learned that the driver did not have insurance on his vehicle. The driver was issued a summons for failure to maintain financial responsibility.

A deputy was dispatched to Higbee in reference to a subject in a white colored convertible passenger vehicle discharging sparkler bombs. Upon arrival the deputy located the subject, stopped the vehicle and identified the driver. When the deputy inquired, the driver denied discharging sparkler bombs. When asked if the driver had more fireworks, the driver gave the deputy a package of sparklers. A parent of the suspect was contacted and advised of the complaint. The fireworks were seized.

A deputy was dispatched to a residence in Higbee in reference to a report of harassment. The complainant reported that a Moberly resident was harassing her by sending her messages via text and computer and leaving voice messages calling her vulgar names. The complainant advised the deputy that she had erased all of the messages. The deputy advised the complainant that if the
harassment continues to keep the messages recorded and documented for further action.

A deputy was dispatched to a residence in rural Huntsville in reference to a 911 hang-up. Upon arrival the deputy, contact was made with the homeowner. The homeowner advised that her 8 year old daughter had been playing with an old cellular phone when the call was made. The deputy did not observe anything suspicious.

A deputy was dispatched to a location in rural Moberly in reference to a juvenile issue. Contact was made with a female juvenile and her mother. The juvenile told the deputy that she was not going to listen to her mother and do what her mother wanted her to. When speaking to the mother, the mother advised that the juvenile was woke up to do her chores and refused. The juvenile was transported to the Randolph County Juvenile authorities and turned over to them.

A deputy was dispatched to a residence in rural Jacksonville in reference to a 911 hang-up. Upon arrival contact was made with a juvenile at the residence who stated that her little sister was playing with the phone. The deputy did not observe anything suspicious.

A deputy was summoned to MRMC-ER in reference to an assault victim. The deputy met with the victim’s wife who reported that three individuals approached her and her husband and began to beat her husband with a baseball bat. While questioning the wife of the victim, it was learned that the incident occurred in Monroe County. Monroe County authorities were notified.

A deputy received a report from a Moberly resident concerning an incident of harassment. The complainant reported that her boyfriend’s ex-wife was following her in her car as well as calling her on her cellular phone. Contact was made with the suspect who denied the allegations and refused to cooperate with the deputy. The report has been forwarded to the Randolph County Prosecuting Attorney for review and action.

A deputy with the assistance of the Missouri State Highway Patrol were summoned to the Jacksonville area to assess damage caused a storm that passed through the area. One residence was found to have a tree fall on it. The occupants were located and found to be fine.

A deputy received a report from a Moberly resident concerning a domestic assault that occurred at a residence in Cairo. The complainant reported that he was delivering his children to their mother when the estranged wife of the complainant assaulted him by striking him in the face and scratching his neck. The deputy viewed the complainant and did not observe any fresh injuries. The deputy interviewed the suspect and witnesses present. Due to conflicting stories, a primary aggressor could not be determined nor arrest made.

A deputy was dispatched to a residence in rural Moberly in reference to an alarm sounding. Upon arrival the deputy met with an individual who resides at the residence. The resident advised that the alarm was accidentally tripped. No further action taken.

Erin Elizabeth Rasmussen was served two Randolph County warrants. Warrant one on a class B felony charge of burglary 1st degree. Warrant two on a class C felony of failure to return leased or rented property – value of $500 or more. Rasmussen remains in the Randolph County Jail in lieu of the required bonds.

Gerrold Lamar Taylor was served a Randolph County warrant for failure to appear on a class A misdemeanor charge of operated a motor vehicle on highway while driver’s license/privilege revoked. Taylor posted the required bond and was released.

Christopher Michael Branstetter was served a Randolph County warrant for failure to obey a judge’s order on a class D felony charge of operated a motor vehicle on highway while driver’s license/privilege revoked. Branstetter posted the required bond and released.

Ray Haynes was served a Randolph County warrant on a class B felony charge of delivery/possession of a weapon in a correctional facility, city/county jail, private prison/jail. Haynes remains incarcerated.

George King III was served two Randolph County warrants. Warrant one for failure to appear on a class C misdemeanor charge of exceeding the posted speed limit by 11 to 15 miles per hour. Warrant two for failure to appear on a class A misdemeanor charge of fraudulent use of a credit/debit device -value less than $500. King remains incarcerated.

Ronald Mody was served a Randolph County warrant on a class B felony charge of delivery/attempt to deliver/possess/deposit/conceal a gun/knife. Mody remains incarcerated.

Randall Bryan Moehle was served a Randolph County warrant on a felony class charge of fugitive form out of State. Moehle remains in the Randolph County Jail awaiting extradition to the State of Texas.

Shane Allen Head was served a Randolph County warrant on a class A misdemeanor charge of domestic assault – 3rd degree – 1st or 2nd offense. Head posted the required bond and was released.

Loretta J. Riley was served a Randolph County warrant on a class D felony charge of operated a motor vehicle on highway while driver’s license/privilege revoked. Riley remains in the Randolph County Jail in lieu of the required bond.

Lena Kalinowski was served two warrants. Warrant one, a Moberly Municipal warrant for failure to appear on an ordinance violation of peace disturbance. Warrant two, a Randolph County warrant for failure to appear on an infraction charge of driver/front seat passenger 16 years old or over failed to wear properly adjusted/fastened safety belt. Kalinowski posted the required bonds and was released.

Erica Danielle Jennings was served a Boone County warrant on misdemeanor charges of domestic assault 3rd degree and trespass 1st degree. Jennings posted the required bond and was released.

Christopher T. Stewart was served a Randolph County warrant on a class C felony charge of possession of a controlled substance. Stewart was released after posting the required bond.

Nathan L. Jewett was served a Randolph County warrant for failure to appear on a class A misdemeanor charge of passing bad checks – less than $500. Jewett posted the required bond and was released.

Amanda K. Fortner was served a Randolph County warrant for failure to appear on an infraction charge of driver/front seat passenger 16 years old or over failed to wear properly adjusted/fastened safety belt. Fortner posted the required bond and was released.

Skylar Gene Thrasher was served a Randolph County warrant on a class A misdemeanor charge of possession of up to 35 grams of Marijuana, a class B misdemeanor charge of driving while intoxicated – alcohol/drug intoxication, a class A misdemeanor charge of unlawful use of drug paraphernalia, a misdemeanor class charge of purchased/attempted purchase or possession of
liquor by a minor, a class B misdemeanor charge of no vehicle/trailer registration, a class C misdemeanor charge of driving the wrong way – threat of an accident, a class C misdemeanor charge of no financial responsibility, an infraction charge of driver failed to wear safety belt, an infraction charge of display/possess plates of another and an infraction charge of open title on motor vehicle/trailer. Thrasher remains in the Randolph County Jail in lieu of the required bond.

Martin Lee Wolbeck was served a Randolph County warrant for failure to appear on a class D felony charge of unlawful use of a weapon. Wolbeck remains in the Randolph County Jail in lieu of the required bond.

Nathan Ryan Tuggle was served a Randolph County warrant on a class C felony charge of burglary 2nd degree, a class C felony charge of theft/stealing on any firearm and a class C felony charge of theft of property or services of $500 or more but less than $25000. Tuggle remains in the Randolph County Jail in lieu of the required bond.

Monty Lee McKee was served two Randolph County warrants. Warrant one for failure to appear on a class C felony charge of passing bad checks – $500 or more – no account/insufficient funds. Warrant two for failure to appear on a class C felony charge of domestic assault – 2nd degree and a class A misdemeanor charge of stalking – 1st offense. McKee remains in the Randolph
County Jail in lieu of the required bonds.

Carl N. Passaro was served a Randolph County warrant for failure to appear on a class A misdemeanor charge of operated vehicle on highway without a valid license – 1st or 2nd offense. Passaro posted the required bond and was released.

Mary Ellen Lockett was served a Randolph County warrant for a probation violation on a class B felony charge of burglary – 1st degree and two class A misdemeanor charges of theft/stealing of property or services of less than $500. Lockett posted the required bond and was released.

Rodger Antonio Harris was served a Randolph County warrant on a class C felony charge of domestic assault – 2nd degree. Harris remains in the Randolph County Jail in lieu of the required bond.
