Former Moberly Deputy Finance Director charged with stealing

The former deputy finance director for the City of Moberly has been formally charged with felony stealing in connection with incidents that occurred while she served in her official capacity with the city.

Phyllis A. Bradshaw, age 54 of Moberly, was arrested by Moberly Police on November 10 on a Randolph County warrant charging her with stealing. Bradshaw was able to post $20,000 bond and was released from custody.

Moberly City Hall staff first became alerted to discrepancies in several city accounts on August 30 of this year. Bradshaw allegedly made incriminating statements to City Finance Director Greg Hodge regarding the irregularities and missing deposits. Bradshaw returned several checks totaling nearly $90,000 and resigned her position with the city.

The formal investigation of the matter was turned over to the Moberly Police Department September 3. Internal and external third party audits of municipal accounts have been conducted. As a result of those audits, officials have determined that checks and cash of approximately $105,000 were unaccounted for, and with the checks that were recovered from Bradshaw, approximately $18,500 in cash is still missing from various fund accounts.

Moberly Police submitted the results of their investigation to Randolph County Prosecutor Mike Fusselman, who filed the formal charge.
